The player whose turn it is selects an ordering on the colors, e.g. Red, Green, Blue. Then the workers are placed in that order, repeating: Red, Green, Blue, Red, Green, Blue, Red, Green, Blue. This makes the first player position stronger. At least for two and three player games this should work because (1) Each player gets to be first an even number of times; and (2) Without this mechanism almost noone ever goes for the "first player" slot.
